The Neutral city of Protopia. Once known as Home I.
To access this city, you need your DB License from Act 7. Once you have that, you need to speak to an Innocent at X:21;Y:18 in Shinjuku Babel (near the north-east Terminal.) After talking to him for a while, he'll grant you access to Protopia from there on.
