These cards are used to purchase items from the Hardworking Yagiya in Suginami [X22:Y24]. This is the same Yagiya as seen in the quest: Errand for the Newbie Yagiya.
There are several ways to obtain Valuable cards. The most common method is to do the repeat quest Hidden Dreams
If it is your first time doing Act 15 the innocent located within babel docks will give you one Valuable Card.
At the end of the dungeon "Shibuya Metro" there is an optional room you can goto, if you clear that room a innocent will spawn. If you click on this innocent you'll receive 1 Valuable Card.
Note: You must have started Law Act 5, and have permission to access the dungeon.
