These cards are used to purchase items from the Hardworking Yagiya in Suginami [X22:Y24]. This is the same Yagiya as seen in the quest: Errand for the Newbie Yagiya.
One way to obtain Valuable Cards is to talk to the innocent(s) located in the Docks during Act 15.
