Class 2 Stones?
"Gains Expertise through use of Class 2 or higher Destruction Magic"

I always thought it did, but I just did some testing, and I didn't get a single raise in Magic Control after using 50 Zionga Stones and 20 Ziodyne Stones, so I think it's safe to say stones can't raise Magic Control.
